Letters to the editor: Let the public be the judge





Direct facts into the City of Peru’s Payroll Fraud Investigation; Headline of News Tribune for Tuesday, Jan. 28 reads: “Investigation Finds no great wrong doing by Peru Mayor”

I say, let the people be the judge to the payroll fraud findings. Since 2009 through the last quarter of 2013 Mayor Scott Harl authorized falsification of time sheets for two employees over the course of four years. Mayor Harl gave six hours of overtime pay totaling over $30,000.00. These overtime hours were hours that did not, or were not intended to be working hours, it was simply an “Under the Table Pay Raise”. these employees did deserve a raise due to a promotion, but only after going through the proper process and procedures according to city ordinances, and collective bargaining unit agreements with final approval by full city council.(this was not done) In 2010 Mayor Harl and City Council put into effect a city-wide wage freeze which included a 2 percent cost of living raise. Not only was Mayor Harl wrong for authorizing falsification of time sheets, he continued it through 2010 while city employees had their wage increase frozen.

To date city taxpayers have paid nearly $10,000.00 in attorney, and investigation fees for this case. Mayor Harl had no right to authorize an under the table pay raise while city employees, city officials, and tax payers had no clue it was occurring.

I asked for Mayor Harl’s resignation with no support of fellow council members. The investigation report will be sent to the state’s attorney, Illinois State Police, and Federal Agencies for review.

You be the judge!

Thank your Alderman Perez for your persistence in this matter. It is clear that Mr. Harl is not a good custodian of the people’s money. It is also clear that Mr. Harl’s administration of Peru is more in line with that of a television character named, Boss J.D. Hogg. The character of Boss Hogg was a parity of elected officials that abuse their position – taking from the people they are supposed to represent. The “Boss” in politics also represents cronyism. It is clear that Boss Harl only represents those that can help him and his position. We should all demand the immediate resignation of “Boss Harl.”
