About 1,000 gulls and around two dozen bald eagles were swarming around the Spring Valley wastewater treatment lagoon on Wednesday near the Illinois River and Barto Landing.

Open water and food attracted the birds to the area.

Through the years, fish have found their way into the lagoon, and it evidently was a great fishing spot for the birds on Wednesday, said Jeff Norton of the city public works department.
