SPRINGFIELD — The Illinois Department of Natural Resources will postpone implementing an off-highway vehicle stamp to allow the Illinois General Assembly to consider exempting certain users.
The stamp will cost users $15 plus a 50-cent issuance fee and had been set to take effect April 1.
The DNR will seek additional public input. The DNR supports previously-announced changes, which include reducing the stamp fee for youth and adding exemptions including golf carts, operation on the drivers’ land, persons with certain disabilities, commercial business purposes, commercial riding parks, and vehicles registered with the Illinois Secretary of State.
Legislation to enact those changes was sponsored by state Sen. David Koehler and state Rep. Frank Mautino and is pending in the general assembly.
When implemented, funds generated through the stamp will fund trails and utilize more than $1 million in federal funds available for trails.
