H.R. 235 — Streamlines requirements and certification so that veterans can become emergency medical technicians. Filed Jan. 14, 2013, by U.S. Rep. Adam Kinzinger (R-Ill.) and 17 co-sponsors including U.S. Rep. Aaron Schock (R-Ill.). Passed the U.S. House by acclamation on Feb. 12.
H.R. 1406 — The Working Families Flexibility Act of 2013 would allow employers to issue comp time instead of overtime pay. Critics dubbed it the “More Work, Less Pay” act would give employers the ability to substitute overtime pay to their workers with comp time. Filed April 9, 2013, by U.S. Rep. Martha Roby (R-Ala.). Passed the U.S. House of Representatives 223-204 on May 8. U.S. Reps. Adam Kinzinger and Aaron Schock (R-Ill.) both voted yes.
Public Act 98-122 — Legalizes medical marijuana, effective Jan. 1, 2014. HB 1 filed Jan. 6, 2013, by Rep. Lou Lang (D-Skokie). Passed the House 61-57 on April 17, 2013. Rep. Frank Mautino (D-Spring Valley) voted no. Passed the Senate 35-21 on May 17, 2013. Sen. Sue Rezin (R-Morris) voted no. Signed into law Aug. 1, 2013, by Gov. Pat Quinn.
Public Act 98-0106 — Clarifies the Employee Classification Act to make it more difficult to misclassify workers as independent contractors to dodge payroll taxes and worker’s compensation premiums. House Bill 2649 filed Feb. 21, 2013, by Rep. Luis Arroyo (D-Chicago). Passed the House 66-45 on April 14. Rep. Frank Mautino (D-Spring Valley) voted yes. Amended version passed the Senate 34-20 on May 22. Sen. Sue Rezin (R-Morris) voted no. House concurred 67-49 on May 29; Mautino again voted yes. Signed into law July 23.
Public Act 98-0105 — Requires contractors to report all payments to non-company employees, preventing tax evasion and eases the tax liability for independent contractors. House Bill 923 filed Jan. 24, 2013, by Speaker Michael Madigan (D-Chicago). Passed the House 72-44 on April 18. Rep. Frank Mautino (D-Spring Valley) voted yes. Passed the Senate 35-19 on May 21. Sen. Public Act 98-0107 — Establishes a job opportunities website within the Illinois Department of Employment Security website (www.IllinoisJobLink.com) and requires those with state contracts to consult website postings when searching for employees with certain skills. Passed the Senate 48-0 on Feb. 13, 2013, but then was rewritten entirely and co-sponsored by Rep. Frank Mautino (D-Spring Valley). Passed the House 81-35 on May 30, 2013. Senate concurred 38-17 on May 31. Sen. Sue Rezin (R-Morris) voted yes. Signed into law July 25.
