House concurred 89-28 on May 31, 2013. Rep. Frank Mautino (D-Spring Valley) voted yes. Vetoed with amendments July 2, 2013, by Gov. Pat Quinn. House voted 77-31 to override on July 9, 2013; Mautino voted to override. Senate voted 41-17 to override on July 9, 2013; Rezin voted to override. Enacted over veto on July 9, 2013.
