School-board choice through new bidding rule exemption? — A law signed July 24, Public Act 98-0483, by Gov. Pat Quinn creates an exemption to bidding rules for school districts.

A school board can award a bid to a local contractor, provided its bid is no more than 2 percent above the low bid.

The bill, filed Feb. 26, 2013, by Rep. Jehan Gordon-Booth (D-Peoria), passed the House 75-40 on April 16.

Rep. Frank Mautino (D-Spring Valley) voted yes.

An amended version passed the Senate 40-12 on May 23. Sen. Sue Rezin (R-Morris) did not vote.
The House concurred 101-12 on May 28.

Mautino again voted yes.

Public Act 98-0782 — Eliminates a city’s 30 percent matching requirement on Illinois Environmental Protection Agency grants for public water supply facilities. Senate Bill 2780 filed Jan. 30, 2014, by Sen. Dan Kotowski (D-Park Ridge). Passed the Senate 53-0 on April 1, 2014. Passed the House 104-0 on May 8, 2014. Signed into law July 23, 2014, by Gov. Pat Quinn.

Public Act 98-0795 — Allows any trained school employee or volunteer to administer an epinephrine auto-injector (epi-pen) to any person in anaphylactic shock. Currently, only school nurses can use epi-pens. House Bill 5892 filed Feb. 14, 2014, by Rep. Michelle Mussman (D-Schaumburg). Passed the House 97-0 on April 10, 2014. Passed the Senate 56-0 on May 28, 2014. Signed into law July 30, 2014, by Gov. Pat Quinn.

Public Act 98-0799 — Provides a competitive bidding process for fire protection districts. Effective Jan. 1, 2015. Senate Bill 3427 filed Feb. 14, 2014, by Sen. Dave Koehler (D-Peoria). Passed the Senate 56-0 on April 2, 2014. Passed the House 111-0 on May 23, 2014. Signed into law July 31, 2014, by Gov. Pat Quinn.

Public Act 98-0789 — Allows some cities to reduce property assessments to 10 percent to attract buyers and developers. Senate Bill 336 filed Jan. 23, 2013, by Sen. John Cullerton (D-Chicago). Passed the Senate 46-8 on April 24, 2014. Sen. Sue Rezin (R-Morris) voted yes. Amended version passed the House 107-1 on May 30, 2014. Rep. Frank Mautino (D-Spring Valley) voted yes. Senate concurred 53-2 on May 30, 2014; Rezin again voted yes. Signed into law July 25, 2014, by Gov. Pat Quinn.

Public Act 98-0785 — Provides for the licensing of grease and oil collectors to transport grease and oil to processors for uses such as biodiesel conversion. House Bill 4505 filed Jan. 31, 2014, by Rep. Frank Mautino (D-Spring Valley). Passed the House 81-20 on April 10, 2014. Passed the Senate 47-0 on May 1, 2014. Signed into law July 25, 2014, by Gov. Pat Quinn.

Public Act 98-0855 — Increases the escalating fines on anyone who mistreats animals and violates the state’s Animal Welfare Act. Fines are increased from $200-$500 to $500-$2,500. Effective immediately. House Bill 4410 filed Jan. 29, 2014, by Rep. David Harris (R-Arlington Heights). Passed the House 104-6 on March 27, 2014. Rep. Frank Mautino (D-Spring Valley) voted yes. Passed the Senate 55-2 on May 21, 2014. Sen. Sue Rezin (R-Morris) voted yes. Signed into law Aug. 4, 2014, by Gov. Pat Quinn.
