Ex-police dispatcher won't get lower bond in child sex, porn case

OTTAWA— A judge has refused to lower the $500,000 bond set for a former Streator police dispatcher facing child sex and porn charges.

A lawyer for Jeffrey P. Clayton, 28, of 1503 E. Elm St., Streator appeared Thursday and asked Judge Cynthia M. Raccuglia to cut Clayton’s bond in half, enabling him to post $25,000 in cash.

Ottawa defense attorney Darrell Seigler argued Clayton is lifelong Streator resident who’d never been in any trouble before. Reducing Clayton’s bond to $250,000, Seigler said, would enable Clayton’s father to post the required 10 percent in cash and makes the bond “reasonable but substantial.”

In response, assistant La Salle County state’s attorney Jeremiah Adams said the bond was appropriately set considering the alleged victim in the case also lives in Streator.

Raccuglia agreed and denied the motion to reduce bond.

Clayton will stand trial Sept. 22 on two counts of child pornography, a Class X felony punishable by 6-30 years in prison, and aggravated criminal sexual abuse, a Class 2 felony carrying 3-7 years.

He will next appear for a motions hearing on Sept. 12.

Details from the sealed warrant remain pending, but the child pornography count alleges that Clayton manufactured pornography by taking a photo of a boy under age 13 engaged in sexual conduct. The second count alleges Clayton engaged in a sexual act with the same victim.
