But despite that majority, the board voted unanimously to stick with past practice and name Hicks as chairman of the committee on appointment.
“Prior to the at-large issue we changed the rules a little bit so that the chairman of that committee was voted on the board floor,” said board member Russell Boe (R-Ottawa). “Our past practice has always been that the chairman of the board be the chairman of that committee. I was asked to take it, but I thought he still should as chairman. Our goal is to work together.”
La Salle County voters chose to begin voting for the board chairman at-large by way of referendum in 2006. As a result, the board changed its rules on how it would decide the committee on appointments chairman.
The committee on appointment, legislation and rules decides board member committee assignments and crafts resolutions involving board rules among other tasks.
Since the board has a 15-14 Republican majority, the committee will be made up of 4 Republicans and 3 Democrats. They are: Chairman Jerry Hicks (D-Marseilles), Vice Chairman Jim Olson (D-Seneca), Tom Walsh (D-Ottawa), Sandi Billard (R-Oglesby), Russell Boe (R-Ottawa), Larry Butkus (R-Peru), and Arratta Znaniecki (R-Ottawa).
