Public Act 97-0940 — Allows decals to be affixed to the special license plates of retired members of the United States Armed Forces. Effective Jan. 1, 2013. Senate Bill 2568 filed Jan. 11, 2012, by Sen. John Sullivan (D-Rushville). Passed the Senate 46-0 on March 22, 2012. Passed the House 111-0 on May 15. Signed into law Aug. 10 by Gov. Pat Quinn.

Public Act 97-1137 — Plumber’s licenses must contain a photograph of the licensed plumber for identification purposes. Effective June 1, 2013. Senate Bill 3237 filed Feb. 1, 2012, by Sen. David Koehler (D-Pekin). Passed the Senate 41-9 on March 22. Sen. Sue Rezin (R-Morris) voted yes. Amended version passed the House 104-10 on Nov. 28. Rep. Frank Mautino (D-Spring Valley) voted yes. Senate concurred 48-1 on Dec. 5; Rezin again voted yes. Signed into law Dec. 18.

Public Act 97-0944 — Allows taxpayers 30 full days to pay their property taxes from the date the bill is mailed before interest starts accruing. Effective immediately. Senate Bill 3250 filed Feb. 1, 2012, by Sen. Linda Holmes (D-Plainfield). Passed the Senate 54-0 on March 22. Passed the House 112-0 on May 15. Signed into law Aug. 10 by Quinn.

Public Act 97-0923 — Changes Recyclable Metal Purchase Registration Law to include all purchases of recyclable metal, requires additional reporting requirements, and creates categories of materials that may not be purchased without proper identification or permission. Effective Jan. 1, 2013. House Bill 3825 filed Sept. 29, 2011, by Rep. Michael Unes (R-Pekin). Passed the House 114-0 on March 27, 2012. Amended version passed the Senate 57-0 on May 24. House concurred 117-0 on May 30. Signed into law Aug. 10.

Public Act 97-0950 — Allows the Illinois Student Assistance Commission to garnish wages to recover student loan debt. Effective immediately. Senate Bill 3800 filed Feb. 10, 2012, by Sen. Edward Maloney (D-Chicago). Passed the Senate 56-0 on March 29, 2012. Passed the House 63-44 on May 26. Rep. Frank Mautino (D-Spring Valley) voted yes. Signed into law Aug. 13.

Public Act 97-1047 — Allows the Secretary of State to suspend the driver’s license of anyone who fails to comply with a visitation order. Effective immediately. Senate Bill 3823 filed Feb. 10, 2012, by Sen. John Sullivan (D-Rushville). Passed the Senate 51-0 on March 29. Passed the House 107-0 on May 26.

Public Act 97-1049 — A parent or guardian who knowingly authorizes or permits underage drinking on their property is guilty of a Class A misdemeanor carrying up to a year in jail. Effective Jan. 1, 2013. House Bill 1554 filed Feb. 15, 2011, by Rep. Carol Sente (D-Lincolnshire). Passed the House 106-4 on March 10, 2011. Rep. Frank Mautino (D-Spring Valley) voted yes. Public Act 97-1056 — Requires Internet dating services operating in Illinois to disclose to users whether it conducts criminal background checks of prospective matches. Senate Bill 2545 filed Dec. 13, 2011, by Sen. Ira Silverstein (D-Chicago). Passed the Senate 42-9 on March 28, 2012. Sen. Sue Rezin (R-Morris) did not vote. Amended version passed the House 108-10 on May 22. Rep. Frank Mautino (D-Spring Valley) voted yes. Senate concurred 40-14 on May 29; Rezin voted no. Signed into law Aug. 24.

Public Act 97-0995 — Enhances the penalties for child pornography if the child depicted is under 13 years of age. House Bill 5235 filed Feb. 8, 2012, by Rep. Emily McAsey (D-Romeoville). Passed the House 107-0 on March 8, 2012. Passed the Senate 55-0 on May 22. Signed into law Aug. 17.

Public Act 97-1057 — Regulates the use of perchloroethylene (a solvent commonly known as “perc”) by dry cleaners. Requires all new dry cleaning machines, beginning in 2013, to have control systems to reduce the concentration of perc, and then to have sealed containment structures to contain leaks or spills by 2014. House Bill 4526 filed Jan. 31, 2012, by Rep. Michael Zalewski (D-Summit). Passed the House 99-10 on March 26, 2011. Rep. Frank Mautino (D-Spring Valley) voted no. Amended version passed the Senate 53-6 on May 22. 2012. Sen. Sue Rezin (R-Morris) voted yes. House concurred 102-15 on May 30; Mautino voted yes. Signed into law Aug. 24.

Public Act 97-1043 — Allows pharmacists to administer some vaccinations (e.g., flu) to children aged 10-13; current law allows pharmacy vaccinations of 14 and over. Senate Bill 3513 filed Feb. 8, 2012, by Sen. Iris Martinez (D-Chicago). Passed the Senate 54-0 on March 28, 2012. Passed the House 105-1 on May 26. Rep. Frank Mautino (D-Spring Valley) voted yes. Signed into law Aug. 20.

Public Act 97-1017 — Expedites the serving of ‘no-contact’ notices to stalkers by allowing police and process servers to use a shorter form. House Bill 5922 filed Feb. 16, 2012, by Rep. William Cunningham (D-Chicago). Passed the House 114-0 on March 28. Passed the Senate 58-0 on May 22. Signed into law Aug. 17.

Public Act 97-1039 — Increases the penalties for loan sharking, which now is a Class 4 felony (1-3 years in prison). House Bill 3935 filed Dec. 21, 2011, by Rep. Greg Harris (D-Chicago). Passed the House 90-27 on Feb. 22, 2012. Rep. Frank Mautino (D-Spring Valley) voted yes. Passed the Senate 59-0 on May 24. Signed into law Aug. 20.
